Nope. It would have made those pokemon utterly useless. If they have to use the type it should be on a Pokemon that is already going to be useless like the Pikachu clones or a special/physical sweeper so that the frailty isn't as important. A quiver dance sweeper with ice beam and bug buzz as its main STABs (give it Surf or hydropump for coverage).
